Hydropower Network News: The increasing trend of hydropower investment appears. The National Energy Administration recently released the electricity consumption situation of the whole society in February 2012, showing that China ’s hydropower investment from January to February reached 16.3 billion yuan, compared with 8.5 billion yuan in the same period last year. , An increase of nearly 100%.
Data show that China ’s investment in power infrastructure construction in January-February this year was 45.1 billion yuan, compared with 36.7 billion yuan in the same period last year, an increase of 22.89% year-on-year. The fastest growth was hydropower, which increased by nearly 100% year-on-year. Thermal power investment continued to decline. Thermal power investment from January to February this year was only 7.9 billion yuan, a year-on-year decrease of 54.34%.
On January 29 this year, the "Decision of the CPC Central Committee and the State Council on Accelerating Water Conservancy Reform and Development" was promulgated as the No. 1 document of the Central Committee this year, which is the eighth No. 1 Central Document of the Central Government to guide agricultural and rural work since the new century.
The reporter noted that the document stated that "multiple channels of funding should be sought, and the average annual investment in water conservancy in the society in the next 10 years should be twice as high as in 2010", "10% of the proceeds from land transfer for farmland water conservancy construction", "extensive Attract social funds to invest in water conservancy. " During the interview, many experts said that the Central Government Document No. 1 had a relatively high gold content, which effectively solved the problem of funding for water conservancy construction.
"We have made a preliminary calculation. If this 10% can be realized, based on the total land transfer income of the previous year, 60 billion to 80 billion yuan can be allocated for farmland water conservancy construction." Minister of Water Resources Chen Lei was in the country on January 30. Said at the new launch conference.
Dongfang Securities predicts that China's water conservancy investment will accelerate in the "Twelfth Five-Year Plan" period, and water conservancy investment in the next five years is expected to reach 800 billion to 900 billion yuan. Hydropower investment increased by 80 million to 88 million kilowatts, and the investment amount was more than 700 billion yuan, which was more than three times the actual investment in the 11th Five-Year Plan.
The Essence Securities report believes that water conservancy investment not only directly promotes its main industry, but also drives the needs of various upstream and downstream industries, and promotes the formation of a large water conservancy investment concept. These include engineering construction, pipelines, hydropower equipment, water-saving facilities, hydropower and sewage treatment. Since China's goal is to reach 15% of renewable energy by 2020, and hope that hydropower accounts for 9% to 10% of primary energy, domestic investment in hydropower will be accelerated in the next 5 years.
The recent increase in energy data also confirms the sharp increase in hydropower investment. From January to February this year, the country ’s new power production capacity (officially put into operation) was 3.85 million kilowatts, which was only one-third of the same period last year. In the same period last year, the country's new power production capacity (formally put into operation) was 12.31 million kilowatts.
Analysts pointed out that the decline in power demand has reduced the pressure on new installations. Statistics show that from January to February this year, the total electricity consumption of the whole society was 749.7 billion kWh, a year-on-year increase of 6.7%. In the same period last year, the electricity consumption of the whole society reached 702.5 billion kWh, a year-on-year increase of 12.32%. In other words, the growth rate of power consumption this year fell by nearly 50% year-on-year.
However, the main reason for the decline in newly installed capacity is the decrease in thermal power installations. From January to February this year, the installed capacity of thermal power dropped from 9.91 million kilowatts last year to 2.73 million kilowatts this year, a decrease of 263%. Insiders pointed out that the decline in new installed capacity of thermal power was mainly due to the long-term loss of thermal power business of power companies, insufficient incentives to invest in thermal power, and the country's slowdown in thermal power approval.
Unlike the sharp increase in new installed capacity of thermal power, the new installed capacity of hydropower is generally stable. At the same time, hydropower investment has shown rapid growth, with hydropower investment from January to February increasing by almost 100% year-on-year. Xue Jing, director of the statistics department of the China Electric Power Union, introduced that as of 2011, the installed capacity under construction was nearly 160 million kilowatts, of which 100 million kilowatts were hydropower.
